Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are released from various governments. Significant resources is expended on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor rocket firings from across the border, a capability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching cruise missiles streaked across the sky – sophisticated military planes supplied to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense engaged: multiple launches fired to intercept a incoming threat. This was a sophisticated defense system at work, presumably provided by allied countries. Every launch jolts you unexpectedly, rattling buildings. The instant of fear quickly becomes grim resignation: perhaps the hostile projectile won't hit its mark this time, sparing the city from ruin and additional electricity failures.
Ongoing Risks
Following this, a large-caliber weapon engaged a aerial vehicle close by, part of a defensive team – most likely Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its destination.
With pauses, this continued until dawn. Kyiv faced the morning news: seven people killed, destruction and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those 24 hours demonstrated Ukraine's critical military reliance on Western support – a dependence that regional partners are clearly incapable to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from US administration provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This trend will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a assumption understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is impossible to compel Moscow to relinquish the areas that it already controls in Ukraine's southern or eastern regions.
The issue is that while accepting these circumstances, American administration does nothing to discourage Russia, through statements or actions, from assuming that the current condition will not shift further in its advantage in the near future.
Divergent Views
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but averting a complete military breakdown until situations evolve in its advantage.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not switch to homefront challenges. And although their objective will now be much harder after current events, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all served their function.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
